simply open a decompressed version of market_ships.ini and find the base you want there is a list of ships lets figure out what they are and if we can buy them
[BaseGood]
base = Li01_01_base
marketgood = gf1_package, 0, -1, 0, 0, 1, 1, 1

What system is this?

look at le_package -
marketgood = le_package, 2, -1, 0, 0, 1, 1, 1
The first number (2) is the required level you need to be on before you can buy it.
The second number (-1) is nothing; it just needs to be there
The next three numbers (0, 0, 1) are the numbers that affect whether or not you can buy the ship at the base
The last 2 numbers (1, 1) are like the second; they need to be there no matter what
If you dont know what the ships are then here is how to learn -
The first letter(s) represents the group it belongs to
l=liberty
b=bretonia
r=rheinland
k=kusari
bw=border worlds
g=civilian
p=pirate
co=corsair
bh=bounty hunter
o=order
the rest represents the class
f=fighter
fr=freighter
e=elite (military ship)
hf=heavy fighter
so le_package would be liberty elite (Defender)
anyway, back to the tut! the le_package would not be purchasable at manhattan because of the numbers in brackets
marketgood = le_package, 2, -1, [0, 0, 1], 1, 1
by changing these to read-
1, 1, 0
It will be purchasable on manhattan. so your final result would be-
marketgood = le_package, 2, -1, 1, 1, 0, 1, 1
Remember a ship dealer can only sell 3 ships no more. If you have four, then the game will crash when you go there or when you pull up the buying menu.
