As per Geraldine's request, here's a list of popular tools required to mod Freelancer.
FLMM 1.3 - Freelancer mod manager. Without this you are stuffed before you begin as it's the most popular way to add your mod to FL. This is the most reliable version. Later versions might work but the way they read script files was altered.
HardCMP - Hardpoint editor. Every model in game needs hardpoints, areas where you attach things like cockpits or engines, weapons and so on. This tool allows you to do just that and saves the model in the correct format for use in FL. V1_0_0_23 was the last and best version that i know of.
Freelancer Explorer - Content creator. Some of the modding purists will scoff at this tool, but it allows the total beginner to add all sorts of content to their universe. I still use it to add items as it's quick and easy. There's a three part tutorial floating around which takes you through the basics. V2_0_6_23 was the last version i know of.
UTF editor - In game texture editor and so much more. UTF editor has been around since the start of FL modding. You edit all sorts of things with this, resize planets, animation code, blah blah blah. Invaluable for the FL modder. The latest versions of UTF editor are brilliant. 1.4 is the latest, updated by Cannon.
FL Model Tool 10a6 - Model resizer.. Invaluable if you are resizing your models. Helps to resize your model and hitbox. Works in 99% of models. No modder should be without this.
Adoxa's Website - Best modder i know. This guy creates very specialised tools for modding Freelancer. what he doesn't know isn't worth knowing. I've used plenty of his addons in my Genesis project, he's breathed life back into FL modding.
